"In yet another bribery case, the SEC and the U.S. Justice Department have filed similar actions against two Florida promoters, Jonathan Curshen and Bruce Grossman.

In this case, the promoters allegedly offered an undercover agent a 25-per-cent kickback for arranging buyers for up to $3 million worth of shares of Industrial Biotechnology Corp., a Florida company which purportedly uses biotechnology to make chemicals. (Its shares also trade on the bulletin board in the United States).

In June and July, the undercover agent bought about $76,000 worth of stock through pre-arranged trades, and Curshen and Grossman allegedly paid nearly $19,000 in bribes.

Curshen was arrested in New York on Sept. 4. Five days later, he was released after he posted a $1.2-million bond. Grossman was arrested in New Orleans on Sept. 5 and released on bond of $500,000. Travel restrictions have been imposed on both men.

Of the two men, Curshen is the most intriguing. He is a dual citizen of England and the United States. He resides in Sarasota, Fla., and Costa Rica.

In Costa Rica, he serves as honorary consul for St. Kitts & Nevis. He also serves as honorary consul for "New Utopia" which, according to Miami-based Offshore Business News, is a sham country that exists only in cyberspace. It publicly offers "citizenships," "national flags," ID cards and currency.

More significantly, Curshen has been involved as an officer, director and/or consultant in several businesses offering offshore and financial services, including Red Sea Management Ltd. in Costa Rica and Sentry Global Securities Ltd. in Nevis. (The kickbacks for the Industrial Biotechnology shares were allegedly wired from an account in the name of Sentry Global in Costa Rica.)"
